Terms of use

Draft dated 31 October 2026. Pending legal review.

Draft — needs legal review. This page describes how the site works today, in plain words. It has not been checked by a lawyer and is not yet a binding policy. Items marked UNKNOWN are still to be decided.

Draft dated 31 October 2026.

Who we are

The site is run by Abdilahi Qayre as an individual (sole operator); it is not run by a company. Location: Manchester, United Kingdom. Contact: hello@pdfmerci.com (mailbox not set up yet).

Using the tools

The tools are free to use with no account. You may use them for personal or business documents. Please only process files you have the right to use, and don’t use the site to break the law, to attack or overload it, or to get around other people’s security, such as opening a PDF that isn’t yours.

Your files stay yours

You keep all rights to your files and the results. On-device tools never send your files to us. Server tools, when switched on, use your file only to make the result you asked for, then delete it as described in the Privacy page (within 60 minutes at the latest).

Check the results

We work hard to make conversions accurate, but results can differ from the original, for example in layout, fonts or recognised text. Check important documents before you rely on them. Some tools say what they can’t do: for example, Edit covers old text rather than deleting it, and only Redact removes it.

Machine drafts are not certified

Any AI-generated text is labelled “Machine draft — not certified”. It is not a sworn, certified or official translation and must not be presented as one.

No official affiliation

This site is independent. It is not connected with, endorsed by or acting for any government, embassy, visa or appointment service.

Limits

File size limits depend on your device and are shown on each tool. Server tools may have size and hourly limits. We may change, pause or remove a tool at any time.

Liability

The tools are provided “as is”. We are not responsible for losses caused by results you did not check, or for losses we could not reasonably foresee. UNKNOWN: Liability wording: draft, needs lawyer review. Nothing in these terms limits rights you have by law as a consumer.

Open-source parts

The site uses open-source software and models, each under its own licence (for example MIT, Apache-2.0 and BSD). The list is on our licences page.

Law and changes

These terms are governed by the law of England and Wales, and the courts of England and Wales can hear disputes. If you are a consumer living in the UK or the EU, you keep the protection of the mandatory consumer laws of the country where you live, and you can also bring a claim in the courts of that country. UNKNOWN: Governing law clause: draft, needs lawyer review.

We will post changes to these terms here with a new date.
